1. The question: What exactly are we trying to understand or change?
2. What we know: Which findings are supported, and by what evidence?
3. What we do not know: Where is uncertainty real rather than inconvenient?
4. Why the gap matters: What decision is harder because this evidence is missing?
5. What law/policy currently does: What is already required, enabled or funded?
6. Implementation question: What happens between policy on paper and practice?
7. Evidence of success: Which outcome would show meaningful improvement?
8. Show me the evidence: Are the methods and source types fit for the claim?
